In back of the piece is a bit of information stating that Vieux Carre is a French artist but I cannot find anything about this artist anywhere on the internet. In fact, Vieux Carre is a city in LA.

V. Carre Colored Etching "Concarneau" EBTH
    A colored etching titled Concarneau by V. Carre. The etching depicts ships moored in a bay with a town and hills in the background. The piece is signed by the artist on the lower right corner and the title is listed on the lower left corner. The work is matted, under glass, and set in a wood frame. The date 1982 is written in pencil on the verso.
